Good Practice in Language Testing and Assessment - A Matter of Responsibility and Respect

Based on an expanded view of validity, in which construct based interpretation and inference, as well as possible impact and consequences of testing and test use, are considered, this paper focuses on the concept of Good Practice in Language Testing and Assessment. Firstly, the issue is addressed from an empirical point of view, referring to a Swedish and European context; secondly, good practice is discussed in relation to a set of guidelines recently developed within the European context. Principles and practice characterizing the development of national tests of English in Sweden are presented. The approach adopted is based on systematic collaboration with a wide group of stakeholders, for example teachers, researchers, and large numbers of students of different ages, and comprises qualitative as well as quantitative methodology. In addition, a European survey of different views on language testing and assessment is presented. Around 1,400 adolescent students, and their teachers, in ten European countries answered a questionnaire focusing on students’ perceptions of ‘good’ vs. ‘bad’ language testing and assessment. Some results are outlined, and the reflections of the students are considered in relation to the concept of validity. Furthermore, the two empirical examples are briefly discussed in relation to Guidelines for Good Practice in Language Testing and Assessment developed within the European Association for Language Testing and Assessment. It is finally suggested that good assessment and good teaching share certain essential properties.
