Civil society in violent conflict: Playing a positive role in a complicated context

Sammanfattning (abstract):
This paper analyses they ways in which civil society actors – international and local – can play a role in promoting peace in war-affected societies. It also discusses the challenges faced by civil society actors working in war-torn areas. The paper takes its point of departure in the recent international debate and current research, in which civil society has been brought to the centre of attention. The paper starts with a background discussion about contemporary conflicts and the contested definitions of peace, and an analysis of how civil society is affected by civil war. Thereafter it sketches out different roles international and local civil society actors can play to prevent violent conflict, protect civilians in the midst of war, lay the ground for top-level peace efforts, and support sustainable peace in post-war or transitional societies. Finally, the paper brings up critical dilemmas for civil society peacebuilders, for instance the difficulty to measure results, before it draws some conclusions about policy implications for Forum Syd and its member organisations.
