This study explores the usefulness of regional cooperation in providing regional and global
public goods, with a core focus on six issue areas: trade, knowledge, peace and security,
financial stability, environment and communicable diseases. As a start, a framework is
developed that inter alia underlines the need to distinguish between different types of regional
cooperation mechanisms, that effectiveness and sustainability of regional cooperation is
contextually specific, but also dependent on institutions as well as the type of public goods to
be achieved. The framework is then applied to the six issue areas and it is shown that a
coherent way of dealing with these issue areas could constitute a global public policy, that
they are interlinked and mutually supportive, that the contributions from regional cooperation
are essential, that the underlying institutional structure for regional cooperation is uneven and
underdeveloped, and that specific policy measures must be taken in each of the six issue
areas. The overall policy recommendation is that the comparative advantage of regional
cooperation differs from one issue area to another, but that in most issue areas where public
goods are underprovided there is a specific role for regional cooperation within an integrated
multilevel and multi-tiered approach. In some issue areas where there are predominantly winwin
solutions, such as control of communicable diseases, environmental protection and
knowledge formation, the institutional design is simply one of more or less effectiveness, and
those institutions that are lacking must be created or reformed. In more politicized issue areas,
such as security, trade or financial stability, there may be policy incompatibilities between the
three levels, incompatibilities that have to be removed or at least reduced through a political
process.
