Ethical competence as displayed in Nordic policy documents

In this presentation two of the research questions within the project are highlighted: What conceptions of ethical competence that can be identified and elucidated in supranational policies and in a sample of national curricula? and What can be said about the varieties of conceptions of ethical competence identified in the policy documents, in the light of ethical theory and as potential content in contemporary compulsory school? The first question is discussed with reference to analyses of Nordic policy documents wherein the concept of ethical competence has been examined. The policy documents are shown to describe, as well as prescribe, various abilities which, in explicit or implicit ways, imply a variety of conceptions of ethical competence, focusing different dimensions of how this concept may be understood in principle as well as in moral practice, within and outside everyday life in school, not the least in human relations in various societal contexts. Abilities to analyse ethical questions, to reason with reference to ethical concepts, to argue for and against moral positions and take a stand in questions regarding right and wrong, good and evil, and to develop a citizenship competence within a multicultural society, are all examples of how what within the research project been described as “ethical competence” is expressed in the policy documents in question. The labels “analytical” and “normative” dimensions of ethical competence will be used to categorize two main interpretive tracks and the – classical – tension between them will be discussed. Here the ethical theories presented by Martha Nussbaum, Seyla Benhabib, Knud E. Løgstrup and Peter Singer will be examined with regard to the second of the research questions mentioned. The aim of this examination is to frame an interpretive structure which offers analytical tools that could widen and deepen the analysis of the dimensions of the concept of ethical competence identified in the policy documents. This framework is consequently to be understood as one tentative theoretical basis for the interpretation of various conceptions of ethical competence, which thereby constructively will contribute to an understanding of this concept in focus in the on-going work of the research project.
