The Professional Worth of Plural Policing

Studies on community, neighborhood, plural policing, and ‘the police extended family’ all refer to reforms within the police where centralised responsibility for protection against crimes is replaced by practices of security and control that flows through what has been described as a network of dispersed circuits. These reforms are often depicted as politically initiated cost-cuts and new modes of public management that push the police to become more occupied with demands on economic efficiency and ability to change their organisation in accordance with external conditions. These changes have mainly been analysed from the perspective of the police organisation, focusing on how they conduct and define the inclusion of other actors in their policing practices. In this paper, however, the focus is upon the expectations from the actors that are included into this web of inter-organisational relations. The main research question is how they define the value of this type of plural policing and how it affects the police and the professional space within which they may act. The article is based on a qualitative analysis of interviews and documents collected at three Swedish municipalities that have become part of the wider policing practices in their area of administration, through rationalisation initiatives within the police organisation. Preliminary results show how these municipalities adapt their valuation of policing practices to rather dynamic webs of other actors and organisations, but also how this adaption changes the opportunities that the police will have to prove their professional authority, i.e. how the police justify themselves by showing legitimate initiative and control.
