Governance als Tragödie: Das Europäische Fischereimanagement und die Rolle der Wissenschaft in internationalen Umweltregimen.

The governance of international fishing regimes is often depicted as a typical “Tragedy of the Commons”: Due to continuous overexploitation of the common resources, some fish stocks like cod in the North and Baltic Sea are in acute risk to collapse. The European Union (EU) and its Commission have failed to manage the common fish stocks sustainably. Despite of being one of the most science-based policy frameworks, the political process of EU fisheries management is stated a disastrous example for ignoring scientific advice. This article examines this problem by analysing how the role of science in environmental regimes is conceived by different social science disciplines. A review of the literature from International Relations (IR) and Science and Technology Studies (STS) reveals different conceptualisations. While two schools of IR frame the role of science differently, they clearly differentiate between the domains of science and policy/politics. STS on the other hand proposes not to regard the production of science as outside of political contexts. The concepts of STS about a co-production of science and policy and boundary work suggest to view and analyse science and politics as interwoven in an interdependent process of evolution. The empirical case of the co-evolutionary development between science and political structures within the European fisheries management system as well as the decision-making process for cod-quotas in the Baltic Sea, serve to exemplify the previous theoretical explorations. This analysis reveals a more complex and problematical role of science in political processes, which could not be tackled successfully by the analytical concepts of the IR-models.
