“In the best interest of the child”: Policies as negotiated practice in the reception of asylum-seeking children and their families

Sammanfattning (abstract):
While the situation of children who seek asylum on their own have been given some research attention in recent years, the situation of children who arrive with their family is often eclipsed by a focus on the adults. This includes their own rights to seek asylum The focus in this paper is on “the child perspective” and on the need to take account of “the best interest of the child” as expressed in international and national legal instruments and policies. It examines the ways in which these often rhetorical constructs are conceptualised and put into practice by local agents in the system of reception of asylum-seeking families with children in Sweden. These notions and practices are compared with the understandings and experiences of the asylum-seeking children and their families themselves. By using situational analysis or “critical incidents” the paper throws light on differences and the ways in which these are negotiated between the various actors involved.
